Bind the pending release-evidence bundle's harness.commit to the harness main tip rather than an in-flight branch commit, so it stays reachable after the harness change squash-merges. A branch commit would stop being an ancestor of harness main once squashed, failing emit_codex_evidence --check on main; the stable anchor keeps the pending bundle valid before and after.
